Online Web-based Hosted STS Prepayment Electricity Management and Vending Solution
Proposals are hereby invited in terms of Section 110 of the Local Government: Municipal Finance Management
Act, 56 of 2003, read with Clause 12d(I) of the uMlalazi Supply Chain Management Policy for proposals for an
online web-based hosted STS prepayment electricity management and vending solution as per the specifications
provided in the proposer document.
Sealed proposals, endorsed “Proposals: Online web-based hosted STS prepayment electricity
management and vending solution” must reach the Municipal Manager, uMlalazi Municipality, by hand
and placed in the Proposer Box at reception at the municipal buildings, Hutchinson Street, Eshowe, by
no later than 12:00 on Friday, 19 December 2014, where they will be opened in public in the uMlalazi
Prospective proposers are requested to take note of the following: • Proposal documents will be available
at the Municipal Offices in Hutchinson Street, Eshowe from Friday, 5 December 2014 at a cost of R445.00.
Proof of payment must be submitted to reception in order for registration of the proposer document to be made
• Registration for the acquisition and purchase of proposer documents must be made prior to the briefing
session since no proposer documents will be sold at the briefing session or on the day of the briefing session.
Only proposers with proposer documents will be allowed at the briefing session. Registration can be made by
contacting the reception at (035) 473-3474. Payments via EFT must be submitted before 16:00 the day before
the briefing session and proof thereof must be submitted as confirmation of payment • The directives applicable
in respect of the B-BBEE as prescribed in the Preferential Procurement Regulations, 2011 and the Council’s
Preferential Procurement Policy will be applicable in the adjudication of this proposal. Proposals will be evaluated
based on the 90/10 point system • Registration on Council’s Database prior to submission and the closing date
is recommended. It is the responsibility of the proposer to ensure that registration documents are received by
the Supply Chain Management Office. Further information in this regard can be obtained from the Supply Chain
Practitioner at (035) 473-3433/31 • The briefing session is compulsory and will be held at uMlalazi Committee
Room, Hutchinson Street, Eshowe on Thursday, 11 December 2014 at 10:00. Prospective proposers must
ensure that they are at the briefing session at the stipulated time (only 15 minutes will be permitted thereafter
for admission). There will be no exceptions • No facsimiled or telegraphic proposals will be accepted. The Bid
Adjudication Committee reserves the right not to accept the lowest or any proposal • Canvassing in the gift of
